Unfortunately I cant see an options to activate subscribed mods in the games launcher. After consulting google and search i have tried to do the following to fix it. -Verify Cache. -Fresh install. -Unsubscribe and resubscried to mods. -Copied and pasted the steam workshop folder into the hearts of iron folder found in my documents. If you want a mod that's currently "locked" for you because you don't have it on Steam, your options are: 1) Contact the publisher of the game and get them to unlock it (this sometimes works - Klei unlocked Invisible Inc workshop mods for example). 2) See if the mod is available elsewhere, such as Moddb or NexusMods - if not, contact the developer of the mod and get them to get their shit together. 3) Buy the game on Steam. Once the mod has downloaded[may take a few minutes], it will syncronize. Then just hit play in the launcher and the game will start with your mod installed. To verify the mod is activated, on the games main menu click Data Files and make sure there is a check mark in the box next to the mods name.
